Ribbon-Cutting Marks Debut of Expanded Psychological Services at PCOM
June 9, 2025
Philadelphia College of Osteopathic Medicine (PCOM) recently held a ribbon-cutting ceremony to celebrate the launch of PCOM Psychological Services (PPS)—a comprehensive outpatient mental and behavioral health center located in Rowland
Hall, Suite 315, serving individuals of all ages across the greater Philadelphia area.
The center is dedicated to the late Dr. David S. Festinger, a beloved professor, researcher, and mentor whose work advanced behavioral health
and shaped PCOM’s commitment to evidence-based care.
Faculty, students and staff gathered for the unveiling of the new center, which builds
on PCOM’s long-standing tradition of clinical excellence and community-focused training.
Established to meet the rising demand for accessible mental health support, PPS expands
access to affordable, high-quality care for individuals and families throughout the
region.
“PCOM Psychological Services builds on decades of community-focused care and exceptional
clinical training,” said Melissa “Missy” Terlecki, PhD, dean of the School of Professional and Applied Psychology. “This expansion allows us to meet the growing mental health needs of our region
while continuing to educate the next generation of health service psychologists.”
PPS offers a wide range of clinical assessment, treatment, and consultation services
for children, adolescents, adults, and older adults. Many of these services are provided
through the Center for Brief Therapy (CBT)—PCOM’s outpatient training clinic staffed by doctoral psychology students under the
supervision of licensed psychologists. Additionally, brief evaluations and solution-focused
interventions are offered at PCOM’s primary care locations within its Healthcare Centers. Services include individual, couple, and family psychotherapy; behavioral medicine
(integrated care); psychological and neuropsychological assessments; and professional
consultation.
Looking ahead, PPS plans to expand its offerings to include a memory center, functional
behavioral assessments in school and/or home settings, and autism diagnostic evaluations—all
designed to further support the evolving needs of patients and families across the
region.
“Expanding access to affordable, high-quality mental health care is essential to meeting
the growing needs of the Philadelphia community,” said David Rubenstein, PsyD, director of Clinical Services. “Our integrated, evidence-based approach not only
supports individuals and families in meaningful ways but also provides invaluable
training for future clinicians committed to compassionate care.”
During the ceremony, a special dedication honored Dr. Festinger’s legacy. His wife,
Tracy Festinger, shared personal remarks reflecting on his passion for the field and
commitment to mentorship.
“Research was in David’s DNA,” said Festinger. “But it was never about David—it was
always about helping others. This center is a beautiful reflection of his commitment
to advancing care, research, and ethics, while supporting students and improving the
well-being of our community.”
In alignment with PCOM’s osteopathic philosophy of whole-person care, PPS is committed
to supporting overall well-being and promoting access to mental health care for all.
Through comprehensive assessment and treatment services, PPS focuses on early identification,
intervention, and ongoing support to improve the mental health and wellness of individuals,
couples, families, and the broader community.
