DAVID F. SIMON, JD
Chief Legal Affairs Officer

David F. Simon, JD, is the chief legal affairs officer for Philadelphia College of Osteopathic Medicine and a member of the President's Cabinet. In addition to serving as the College's legal counsel, he is also responsible for risk management, compliance, internal audit, information security, and Philadelphia campus security.

Before joining PCOM, Simon was executive vice president and chief legal officer of the Jefferson Health System (JHS), where he oversaw all legal, payor contracting, litigation, governmental relations and corporate governance matters and served as the founding president and CEO of the Delaware Valley Accountable Care Organization (DV-ACO.) Prior to JHS, he was Chief Counsel of the Pennsylvania Insurance Department and chief legal and regulatory affairs officer of Aetna US Healthcare. He previously was a partner at Wolf Block in Philadelphia, where his practice focused on complex commercial litigation and computer law. Among other governmental appointments, Simon has served as Chairman of the Delaware River Port Authority and as Chairman of the Pennsylvania eHealth Partnership Program Advisory Board.

Simon received his law degree with honors from the University of Pennsylvania Law School and his bachelor of science in management from the University at Buffalo, where he served as Chairman of the Dean’s Advisory Council. He has been named a Top 100 Pennsylvania Super Lawyer and authored the original Philadelphia Court of Common Pleas Civil Practice Manual and ALI-ABA's Computer Law Handbook.

Simon is married with four children and resides in Gwynedd Valley, Pennsylvania.

Memberships

Simon has served as chair of the Pennsylvania eHealth Partnership Program Advisory Program Board and formerly chaired the Pennsylvania eHealth Partnership Authority Board when it was an independent agency. He also chaired the Delaware River Port Authority and the Audit Committee of the Board of the Philadelphia Orchestra Association. An expert in health and health insurance policy, he has chaired or been a member of health and insurance-related transition teams for several Pennsylvania governors, including current Gov. Tom Wolf.

Simon is a member of the National Association of College and University Attorneys, the Pennsylvania Bar Association (former Chair, In-House Counsel Committee) and the Philadelphia Bar Association (former Chair, Computer Law Committee.)
