Frederick Rotgers, PsyD, ABPP, Associate Professor

Dr. Fred Rotgers received his doctoral degree in clinical psychology from Rutgers Graduate School of Applied and Professional Psychology where he studied with Arnold Lazarus, Cyril Franks, G. Terence Wilson and other prominent behavior therapists.  He has been a member of the Clinical Psychology faculty at PCOM since 2002.  Prior to coming to PCOM he was on the faculty of the Rutgers Center of Alcohol Studies with a joint appointment at the Graduate School of Applied and Professional Psychology.

Dr. Rotgers is board certified in both clinical psychology and cognitive and behavioral psychology by the American Board of Professional Psychology.  He is licensed in both Pennsylvania and New Jersey, and is a member of the National Register of Health Service Providers in Psychology.  He is a fellow of the American Psychological Association and is a member of the Association for Behavioral and Cognitive Therapies and the National Association of Alcohol and Drug Abuse Counselors.  He is co-editor in chief of Addiction Research and Theory and on the Editorial Board of the Journal of Drug Issues.  In addition, he is chairman of the CAPP Integration Group for APA which helps set the agenda for the APA Practice Directorate.

Dr. Rotgers began his career in corrections.  He has been Director of Psychology at two maximum-security prisons in New Jersey and was the first chief psychologist for the New Jersey State Parole Board.  He has focused his entire career on forensic psychology and substance abuse, and continues to be active clinically in both areas, consulting with a variety of correctional programs in Maine, Ohio, Minnesota and New Jersey on the Differential Substance Abuse Treatment system, an assessment driven, evidence-based substance abuse treatment system for offenders.  He has served as an expert witness in numerous criminal and civil cases, focusing on issues surrounding the impact of intoxication on cognitive functioning and criminal responsibility.

Active in the harm reduction movement in substance abuse treatment, Dr. Rotgers served as president of the Board of Directors of Moderation Management Network, Inc. (MM), a self-help support group for problem drinkers who are considering moderation rather than abstinence.  He is a member of the Board of Directors of the Harm Reduction Therapy Center in San Francisco, California.  Dr. Rotgers is a co-founder of the Association for Harm Reduction Therapy, an international association dedicated to education, training and development of harm reduction therapy approaches.

With his colleague, Dr. Raymond Hanbury, Dr. Rotgers co-founded and co-directed the Trauma and Addictions Psychology for Emergency Responders (T.A.P.E.R.TM) Project in New Jersey. T.A.P.E.R.TM provided free assessment, referral and treatment for emergency responders who developed post-traumatic stress disorder and/or substance use problems as a result of having been part of the rescue and recovery operation at Ground Zero following the attacks of 9/11/2001.

Along with his colleague, Dr. Raymond Hanbury, Dr. Rotgers is Co-Director of the Trauma and Addiction Psychology for Emergency Responders (T.A.P.E.R.) project in New Jersey.  T.A.P.E.R.TM provides free assessment, referral and treatment for emergency responders who have developed symptoms of posttraumatic stress disorder and/or addiction as a result of having been part of the rescue and recovery operation following 9/11 at Ground Zero.

Dr. Rotgers' research interests include motivational approaches to treatment, offender rehabilitation, moderation approaches to substance abuse treatment, bioethics of addiction treatment and the integration of harm reduction approaches into traditional substance abuse treatment.

Dr. Rotgers has lectured and presented internationally in Scotland, Germany, South Africa, Canada and the Philippines, as well as the United States. He has made numerous radio and television appearances on national and regional programs including Oprah Winfrey, Good Morning America, Court TV, and National Public Radio.

When not busy with his many professional activities, Dr. Rotgers loves to travel, cook, drink good wine, and spend time gardening with his wife, Jo, and his two amazing pets - Max, a Norwich Terrier who is far cuter than should be allowed, and Kitt, a Korat cat with attitude!  Most of all, Dr. Rotgers loves spending time with his new grandchildren, Sam and Emma, who are (to put it modestly) the best grandchildren ever!
