Job Title:            Purchasing Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Philadelphia College of Osteopathic Medicine, Department of Financial Operations seeks a full time Purchasing Manager to be responsible for procuring equipment, supplies, and services for the college and its campus in Georgia through the proper guidelines set forth by our policies and procedures.

  • This includes negotiating pricing, delivery and credit terms and the evaluation of vendors to determine the most cost effective way to procure product.

  • Primary responsibilities of this position will be to maintain the policy and procedures for the RFP process and insure that all purchasing conforms to such policy.

  • Coordinate the Purchasing Card Program by formulating appropriate guidelines and procedures and by performing departmental audits as required.

  • Manage the college travel program through the use of Internet based airline ticket purchase software and also car rental software. 

  • Manage the UPS and Office Depot on-line program.

  • Responsible for granting access rights within the Banner System and training new employees and refreshing other users with the ability to work within the system. 

  • Maintenance of the Banner requisition approval system though the granting of approval rights and setting up the approval queues.

  • Attends meetings and participates in college purchasing consortiums including The Philadelphia Area College Consortium (PACC).

  • Keeps informed of purchasing opportunities offered by The National Association of Educational Buyers (NAEB) through their website and meetings.  

 

REQUIREMENTS:

  • Bachelors Degree in Business Administration or a related field or an appropriate combination of education and experience. Minimum of 5 years relevant experience with proficiency in Microsoft Excel, Word, and Internet Based Purchasing Systems required.  Working knowledge of Banner system and formal certification (i.e. CPP, CPM, CPPM, etc) are preferred.
