Job Title: Chief Government Affairs Officer

ESSENTIAL DUTIES AND RESPONSIBILITIES: 
  • Philadelphia College of Osteopathic Medicine, is seeking a Chief Government Affairs Officer (CGAO) for both the Philadelphia and Georgia campuses.  Reporting directly to the President as a member of the President’s Cabinet, the CGAO will direct and oversee all aspects of support services for the College’s government relations activities for State and/or Federal.  The CGAO will plan, develop, implement, administer and evaluate programs, activities and daily operations related to the governmental affairs support function.  The CGAO will work with local, regional and national officials and groups with respect to the College’s involvement in research, strategic efforts and related activities.  Will maintain communications with College leadership, various organization units and constituency groups of the College, State and Federal agencies;  including the legislature and the Pennsylvania and Georgia Congressional delegations, and lobbyists in order to provide effective support services.  Will oversee and coordinate the College's legislative clearinghouse function, including bill tracking and analysis, committee hearing tracking and regular communication with College leadership and constituency groups regarding the status of the College's legislative package. Will oversee and coordinate complex interactions with legislators, legislative staff, other local and state officials, staff of the Pennsylvania and Georgia congressional delegations, federal agency staff and other government officials/staff, and participate in the development of Federal and/or State priority recommendations and documentation, legislative request support materials, economic impact/development information and other materials in support of the College's government relations activities. Will direct the coordination and oversight of the Federal and/or State priorities development and implementation processes that focus on research and economic development and assist the Chief Science Officer with the coordination, facilitation, and advancement of research related priorities and other initiatives involving the College's relationship with Federal and/or State agencies, Congressional representatives, their staff members, and Congressional committees.  Will establish and implement short- and long-range goals, objectives, policies and operating procedures for the government relations support function; monitor and evaluate program effectiveness, and effect changes required for improvement, as well as coordinate legislative requests, and develop and manage annual budgets for the government relations support function. 
REQUIREMENTS: 

  • The CGAO must have Knowledge of State and Federal government organization and legislative processes, including budget and appropriations processes.  Must have strong interpersonal and communication skills and have the ability to work effectively with a wide range of constituencies in a diverse community.  Knowledge of bill enactment process and bill tracking systems is essential as well as the ability to use independent judgment and manage and impart information to a range of internal and external organizations and constituencies. Knowledge of State and Federal government issues related to higher education and ability to research legislative history and the status of pending legislation and to analyze pending and enacted legislation. The CGAO must also have knowledge of College budget processes and legislative request processes and skill in budget preparation and management.  Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments. This position requires a Bachelor's degree in a related Administrative, Business, Liberal Arts, or Social Sciences discipline with 7 years of directly related experience.  A directly related higher degree from an accredited institution may be substituted for up to two years of experience.
